论入世对我国矿业的影响及对策

IMPACT OF CHINA'S JOINING WTO ON ITS MINING INDUSTRY AND COUNTERMEASURES

加入WTO对中国矿业发展有利有弊。作者从充分利用国外资源和市场、改造并提升我国矿业公司生存能力、改善进出口环境、加强法制建设改善矿业投资环境等 4个方面论述了入世对矿业有利的一面。但是应当看到 ,由于我国大宗矿产资源总体秉赋条件较差 ,入世后面临外矿的冲击 ,有可能危及国家资源供应安全。为此 ,建议国家遵循国际大趋势 ,及早改革矿业税制 ,减轻税负 ,以提升矿山的市场竞争能力。

After China's entrance to WTO, there are advantages and disadvantages in the development of China's mining industry. The author analyzes the advantages from four aspects such as fully utilizing foreign resources and market, restructuring and improving survival ability of China's mining companies, perfecting import and export environment and strengthening law system development so as to improve investment environment of mining industry. Moreover, the paper points out the disadvantages such as attacking of foreign mining companies, risk of national resources supply and security. Then, the author suggests that China should follow international trend, early restructuring the taxation system of mining industry, decreasing taxation debt in order to improve competitive ability of mine in market.
