In this paper the index system of the integrated benefit evaluation is first chosen by the method of K.J and meeting in and out.After that the index system is determined by the integrated method of Delphi.AHP.The index system is divided into 3 types,8 sub types and 23 basic inedxes.The meanings of the 23 indexes are given out.
