摘要
根据长江水利建设战略环境影响评价的实践与研究 ,分类论述了流域规划环评、区域水利建设环评、城市群防洪体系建设环评和跨流域调水环评的主要项目及其特点。阐述了水利建设战略环评的因子识别、筛选及指标体系 ,水利建设对防洪、提供清洁能源、安全供水、改善水生态环境的有利影响 ,淹占土地、移民、施工中环境问题等不利影响及战略对策措施。
According to environmental impact evaluation practice and study of water conservancy construction strategy for the Yangtze River,this paper represents respectively the main items and characteristics of environmental evaluations for river basin planning,regional water conservancy construction,construction of flood control system for city group and water transfer between different river basin.The paper also expounds identification of environmental evaluation factors for water conservancy construction strategy,and their selection and index systems as well as favourable and unfavourable impacts of water conservancy construction on environment.
