Problems and Solutions on the Construction of Urban Environment

本文对具有战略地位的城市环境建设及城市基础设施建设问题，提出了１０个方面的问题及其对策。

The environment and basic facilities are increasingly becoming conspicuous problems in urban construction, and must be carefully studied as strategy. Especially in upland city, it is going more urgent. This paper sets forth 10 prob-lems around the point above: 1. Urban environmental construction enters a new stage of development; 2. Raise urban environmental construction's status in comprehensive city planning and bring it into full play; 3. There are three great crises and challenge in urban environmental construction; 4. Ecological environment has become the new topic for construction and development of city; 5. Urban basic facilities has become the 'bottle neck' restricting the healthy development of urban environmental construction; 6. As the new growth point of economy, construction of urban environment and urban basic facilities contains huge potentials; 7. It is inevitable to reform the construction and management system for urban environment and urban basic facili-ties; 8. The main tasks of present construction for urban environment and urban basic facilities; 9. Adopt advanced information network technology actively; 10. Enhance the international interchange and cooperation of science and technology; promote the progressive devel-opment of construction.
