“硅谷奇迹”源于硅谷竞争开放的环境氛围 ,硅谷人献身职业的敬业精神 ,园区自主发展的机制和“鼓励冒险、激励创新、允许失败”的硅谷文化。“硅谷奇迹”给予我们的启示是 :发展高科技园区 ,必须以大学和科研院所为技术源头 ;倡导自由竞争、相互协作 ;通过充分报酬 ,激励创新、冒险 ;凭借完善的支撑服务和强大的金融支持 ,这些都是高技术园区成功缺一不可的先决条件。政府的主要作用是创造一个良好的环境氛围 ,包括经济的、法律的制度环境。

This paper holds a view that,the causes of the miracle are the completely open and competitive environment,the dedication of the talents to their career,the autonomous administration and its culture of 'Encourage enterprising,award innovation and allow failure'.The enlightenment to us are that the development of high-tech zone must count on colleges and academic research institutes as the source of science and technology,free competition and cooperation should be advocated,innovation and enterprising should be awarded,and the sustaining service and financial support should be offered.These are all requisites for the development of high-tech zone.The role of government is to cerate a favorable economic and lead environment..
