试论西部欠发达地区科技人才资源的开发与利用

On the development and utilization of science and technology talent resources in the undeveloped area of Chinas west

由于受软、硬环境的影响 ,西部欠发达地区科技人才长期得不到有效开发利用 ,这种局面必须予以改观。西部欠发达地区要按照发展地方特色经济的要求 ,加大科技人才的开发力度 ,不断提高科技人才的工资待遇 ,改革用人政策 ,改善用人环境 ,真正做到人尽其才 ,才尽其用 ;确保育人有方 ,用人得当 。

For a long time, the science and technology talents didn′t get efficient development and utilization under the harmful influence of soft and hard environment in the undeveloped area of China′s west. This situation must be improved. According to the demand of developing local characteristic economy in the undeveloped area of China′s west, we should put emphasis on developing science and technology talents, raise their wages regularly, reform the policy of human resource utilization, improve the environment of human resource utilization, so as to make the best use of talents. We should also try to train talents by every means, make proper utilization of them, in order to bring the initiative of the talents into full play.
