政府与社会中介组织关系的主要问题及其对策研究

The Major Problems Concerning the Relationship between the Government and the Social Medium Organ and It's Countermeasure

现阶段我国政府与社会中介组织关系中存在着的一系列问题，诸如：政府与社会中 介组织的“角色”错位；“官办”民办并存，以“官办”为主：政府对社会中介组织管理欠缺规 范，二者职责难分清：社会中介组织队伍素质不高，眼务质量差；社会中介组织缺乏宏观规划和 必要的舆论宣传，等等。这些，迫切需要我们借鉴西方发达国家处理政府与社会中介组织关系的 成功经验，采取相应对策，按“纽带与桥梁”、“脱钩与改制”、“培植与整顿”、“监管与自律”的 要求，架构新型的政府与社会中介组织的关系。

At Present there exist a series of problems between the government of the state and the social medium organs, such as: that of miscasting of 'Role'; co-existence of 'Run by the Official' and run by the people with 'Run by the Official' as the leading and lack of regulation for the medium organ by the government, and the quality of the medium organ is not met the needs, and the medium organ lacks of a macro planning and a necessary propagation. Therefore, it is urgent for us to refer to the developed countries for successful experiences, adopting a relevant countermeasures, so as to constitute a new relationship between them.
