人类社会已进入知识经济时代 ,国民的受教育程度直接决定着一个国家的经济发展。高等教育已在世界范围内由英才教育走向大众化乃至普及化。经济发展和未来国际竞争日益激烈的形势对我国高等教育大众化提出了迫切的要求 。

Nowadays knowledge means money. The degree of national education decides the development of national economy. Within worldwide the aim of higher education is not to train outstanding person but to be popular. The economic development and the competitive situation of the world not only need the popularity of higher education urgently but also a solid foundation for popularity.
