摘要
本文用存储理论说明了 :在追求新建的发电机组规模经济的同时对发电领域进行垄断经营必然会引起一定区域一定时期内的缺电 ,而缺电是装机容量有限的独立电厂在一个时期蓬勃发展的重要原因之一 ;竞价上网之后 ,只有电网和发电厂之间的利益合理分配 ,才能避免重蹈 80年代“小火电”
By using of inventory theory, this paper explained that the electric shortage in some regions and some periods will be inevitable if the whole power system is monopolized by a single operator and this operator pursues the economies of scale in constructions of new power generation sets. This is one of the most important reasons for booming of small-scaled power generation sets. It will break the monopoly to separate power plants from power grid and to determine utilization rate for sets according to their competitive pricing. However, only if the interest distribution is reasonable between power plants and power grid, it may be avoided to follow the same old disastrous road like booming of small-scaled power generation sets in 1980s.
