通货膨胀与通货紧缩交替转换的机理及对策研究

随着我国短缺经济时代的基本结束和由卖方市场向买方市场的转变 ,经济生活中单一通货膨胀将在不同时点上被通货紧缩所打破 ,形成通货膨胀与通货紧缩交替转换发生的经济现象。中国 1997年第四季度以来的通货紧缩就有着通货膨胀的背景 ,反映了经济运行周期中 ,存在着通货膨胀与通常紧缩交替的内在机理 ,其特征是 :经济周期的繁荣阶段面临通货膨胀压力 ,萧条阶段则面临通货紧缩压力。面对通货紧缩和通货膨胀的交替转换发生 ,政府必须首先明确经济发展不同阶段上的宏观调控重点 ,适时适势转换财政、货币政策配合操作模式 ,并注意扬长避短 ,发挥财政、货币政策的优势 。

Along with the end of our state shortage economy and the transformation from seller market to buyer market,the single inflation among the economic life will be broken by deflation at the different time.At the same time,the economic phenomenon that the inflation and deflation appear alternately will be formed.In China,the deflation since the fourth quarter of 1997 has the inflation background too.They reflect that the internal mechanism of the alternate transformation of the inflation and deflation exist during the functioning cycle of economy.Its feature is that there is inflation force in the booming stage of economic cycle and there is deflation force in the slump stage.Facing the alternate transformation of inflation and deflation,the government firstly should be ?clear about ?the focal point of the macroeconomic regulation and adjust properly the pattern of coordination of the fiscal and monetary policy.At the same time,we should bring out our strengths to make up for our weaknesses and bring the advantage of fiscal and monetary policy into play and arouse the echo and cooperation of the public.
