国外中小学教育阶段的营利问题在20世纪80年代后呈现较复杂的趋势,不能用“不得以营利为目的”一句话来概括。在某些国家,中小学教育阶段确实存在以营利为目的学校,对营利这一问题我们要区别对待。美国的“教育冒险公司’在《教育产业:市场与机遇》报告中将教育产业分为产品、服务和学校三部分。本文所探讨的是国外中小学校营利问题,而不包括教育产业的产品和服务两个方面。

Private schools for seeking profit exist in Britain, America and some countries in Asia, but their number is small. These schools cannot receive grants from governments at national and local levels and have to finance themselves. By charging higher tuition than cost, these schools make money. These schools operate as enterprises and seek profit and share out bonus. The private management of public schools will last some time in future in some countries, but the majority of these schools cannot make as much money as enterprises.
