承包经营与经济管理是相辅相成、互相促进而不能彼此代替的两项工作。承包经营可以促进企业管理、加强企业管理。反过来,企业管理不可以推动承包经营的健康发展。承包经营是以契约形式确定国家与企业各自的权利、义务的一种方式。这种责任制对进一步搞活企业具有更多的优越性。经济管理是对经济逆行过程的系统协调活动。对地勘单位进行经济管理是在各项具体的业务活动之间,探索其规律性,以便进行有效的管理。加强经济管理必须健全管理基础工作,特别是劳动定额管理工作。
