关于实施第三步战略部署问题的研究

Study on How to Put the Third Strategic Plan into Effect

根据我国仍然处于社会主义初级阶段,在人民生活实现从贫困到温饱,又从温饱到小康的两步历史性跨越之后,提出21世纪前50年实现第三步战略目标的阶段划分和基本任务,并就如何实现充分利用有利条件,化解不利因素开拓发展空间,防范可能发生的风险提出相应措施。

Proceeding from the fact that China i s at a primary stage of socialism and t he living standard of people has undergone two historical leaps,from poverty to having adequate food and clothing,then to leading a com-fortable life,the author raises the question on the division of phases an d the fundamental objectives in the t hird strategic plan during the first 50years of the 21st century.The author also advances relative measures as to t ake best advantage of the favorable condition,dissolve unfavorable factors to expand development space and pre vent occurrence of risks.
