我国惩治与防范毒品犯罪法律对策的完善

The Improvement of the Legal Countermeasures to Punish and Prevent Drug Crime in China

完善的法律对策 ,是综合治理毒品犯罪的一项重要措施。目前 ,我国已逐步形成了以刑事立法为主 ,配合行政防范性立法的禁毒法律体系 ,并在现实斗争中发挥了重要作用。但与毒品犯罪作斗争是一项长期而又艰巨的工作 ,因此 ,必须不断完善禁毒的刑事立法和行政立法 ,加强地方禁毒立法 ,从法律上为打击和防范毒品犯罪提供有力的保障。

To improve legal countermeasures is an important measure to tackle drug crime in a comprehensive way.Currently,our country has gradually formed a legal drug prohibition system which takes criminal legislation as the dominate factor and coordinates the administrative prevention legislation.The system plays an important role in the real struggle,but it is a long and arduous task to fight against the drug crime.Thus the criminal legislation and administrative legislation on drug prohibition must be constantly improved and the local drug prohibition legislation strengthened to provide a strong legal guarantee for striking and preventing drug crime.
