国有企业办中小学是计划经济的产物 ,与市场经济和现代企业制度之间存在矛盾。国有企业所办中小学现状堪忧 ,改革迫在眉睫。分离国有企业办中小学的职能是改革的基本方向。当前应采取“分类指导 ,典型引路 ,政府统筹 ,稳定优先”的策略 。

Elementary and middle schools run by state enterprises,as a result of planned economy,go against the modern business management. The bad condition of these schools call for urgent reform. It's the basic direction of reform to separate state enterprises from their function of running elementary and middle schools. Now the government school plan as a whole to ensure the stability of these schools in good condition and set them as a model for the others which are to be guided respectively.
