Water resources information system construction is a key point in water resources development planning for Tenth Five year Plan. It is also the focal point in the change of water resources management model from focusing on engineering construction to focusing on water resources management, and for establishing five water resources information systems. The support platform, tool techniques and other designing elements for the programming of water resources MIS plan are established and presented in this paper.
