新中国成立不久 ,因为各种原因 ,私营工商业陷入了困境。从 195 0年 4、5月份开始 ,中央人民政府采取了一系列的措施 ,对全国的公、私工商业进行了调整 ,使私营工商业很快走出了困境。这种调整是非常及时的 ,也是很成功的。总结其经验 ,主要有三条 :第一 ,把握大局 ,坚定方向 ,制定正确的政策。第二 ,划分范围 ,理顺关系 ,实现公私兼顾。第三 ,加强引导 ,趋利避害 ,把经济手段和行政手段结合起来。

Not long after the building of New China ,private business got into difficult position because of various reasons.Since April to May in 1950,the Central government had taken a series of measures to adjust the national public and private business,Which helped private business get out of predicament very soon.This adjustment was not only very seasonable but also extremely successful.Summing up the experience,three points were vital.Firstly,being sensiable on the whole and firm in the direction and making proper policies.Secondly,dividing the regions and balancing the relationships and taking both public and private business into account.Thirdly,strengthening the guidance,seeking benefits,avoiding disavantages and combining the economic means with administrative means.
