继续扩大总需求、推进市场制度安排、提高就业水平,是促进中国经济转入稳定增长的重要基础。三年前根据国内外形势,提出以扩大“内需”为主的积极的财政政策,这无疑是当时条件下的必然选择。但从今天来看,应转入“内需”、“外需”并重的政策。目前,只有进一步扩大总需求,并伴随市场化改革的推进,才能从根本上调整产业结构、扩大就业、提高效率,使中国经济转入稳定增长的轨道。

Continuing to increase aggregate demand,promoting arrangement of market system and enhancing employment level are the important basis of pushing China's economy into steady growth. Three years ago,we came up with active fiscal policy with expanding domestic demand as its major tool,which was an inevitable choice in the light of domestic and international situation of that time. Today,however,we should transfer to the policy which stresses both domestic and external demand. Presently,only on the condition that we further expand aggregate demand and push market reform,can we essentially adjust industrial structure,increase empolyment,enhance efficiency,and make Chinese economy move onto the track of steady growth.
