摘要
建设和运营一大批城市污水和垃圾处理场 ,是重庆市的紧迫任务和重大发展机遇。用传统的计划经济模式不可能解决这个问题 ,市场化是必由之路。文中提出了市场化的总体架构 。
It is important and urgent to establish many wastewater and garbage treatment plants in Chongqing city.It is impossible to solve the existing problems by traditional means in the planned economy.Marketization should be the only possible solution.This article expounds the general marketization frame that has high feasibility and availability.
