以市场为导向 ,坚持有所为有所不为 ;突出地域特色 ,强化产业优势 ;依靠科技进步 ,引进和创新并重 ;注重工业主体多元化 ,大力发展非公有制企业方面对搞好工业结构调整 。

This paper makes discussion from four aspects such as taking market as guidance to insist on being able to do other things and refraining from doing some things, stressing on regional characteristic to strengthen industrial superiority, relying on sci-tech progress and laying equal stress on introduction and innovation, paying attention to the multivariate of principle part of industry and making great effort to develop non-public enterprises.
