阐述了排污交易产生的背景,排污权与排污许可的概念,排污交易政策在美国的发展,并以闵行区10多年来的工业废水排 污交易为例,说明了排污交易的巨大环境经济效益,提出了有关规范排污权交易,促进可持续发展的建议。
Description on originating background of discharge trade, concept of discharge right and discharge permission, and policy of discharge trade developing in the United States, and taking Minhang District industrial wastewater discharge trade in recent ten years as example, to describe the vast environmental benefit of discharge trade, and propose concerning standardizing discharge right trade, promoting sustainable development were presented.
