在社会主义市场经济条件下进行西部大开发 ,离不开地方政府经济职能的发挥。但是地方政府在大开发中履行经济职能的现状并不令人满意 ,为此 ,必须明确其经济职能。地方政府在西部大开发中的经济职能主要包括 :发挥协调规划职能 ,制定符合本地特色的发展方略 ;促进西部地区市场的发展和完善 ;营造一个有比较优势的投资环境 ;

Western development carried out under the conditions of socialism market economy won't be out of the playing of economic functions given by the local goverments,but the present situations in economic running fulfilled by local govermments aren't satisfied,therefore,the economic functions for local governments should be clarified.Meanwhile,its economic functions mean to coordinate and program,to draw out the suitable development strategy,and to promote the development and perfection of the market in western areas,and to create a better investment environment as well as correcting the defects occurred in the operation of market.
