On the logicality and illogicality of the Policy-making Process

决策过程是一个思维过程，是逻辑思维与非逻辑思维的统一。决策必须遵循逻辑规则和逻辑规律，但仅有逻辑思维是不够的，还需要非逻辑思维相配合。逻辑思维与非逻辑思维在决策过程中互相渗透、互相补充，共同支配和影响决策的全过程。

Abstract : Policy-making process is a procces of thinking. It is the unity of logical thinking and illogical thinking. Policy-making must follow the logic rules and laws. But logical thinking itself is not enough and illogical thinking should be taken into corsideration at the same time. They permeate ench other, complement each other, control and influence the whole policy-making process together.
