国有控股公司代表国家行使国有资产所有者职能 ,是实现政企分开和高效运作国有资产的重要企业形式。但在组建和运作中因缺乏立法和规范而存在一些问题。加快国有控股公司的立法 ,促使其规范组建 。

The state holding company that is authorized for the operation and managment is an important enterprise form which exercises the function of the owner of state assets representing the state in order to achieve the separation of government functions from the management of the enterprise and efficient operation of state owned asstes. But some problems exist during its organization and operation because of lacking regulation of legislation. Accelerating the legislation of state holding company to promote its normative organization will contribute to state holding companies playing its important role in the strategic readjustment of state economy and in the process of the strategic reorganization of state running enterprises by the state.
