中国法治经历了与人治的艰辛斗争 ,终于迎来了新的发展时期 ,但是由于人治观念及其治国传统的长期影响 ,今天的中国还没有形成良好的大众法律文化氛围 ,人们的法律意识和法治观念还较淡薄 ,法律信仰还较缺乏 ,因此在全社会培植尚法精神是目前中国法治建设的当务之急 ,也是实现法治目标的重要保障。

After undergoing a hard struggle against the rule by men,Chinese constitutionality meets a new development.However,being long influenced by the concept of the rule by men and the tradition of administering a country,a sound atmosphere of legal culture for masses has not come into being in todays China.In addition to the lack of legal conviction, people show indifference to law awareness and sense of the rule by law.Therefore cultivating the law spirit in the whole society is an urgent matter of constitutional construction and the important guarantee for achieving the aim of constitutionality.
