高教具有准公共物品特性。高校使用资金绝大部分是财政性资金，但非财政拨款所占比例呈逐年上升趋势。高校使用由市场获得补充的资金购买物品是否纳入政府采购范围，应由高校法人自主决定。

Colleges and universities are provided with a specific property of parapublic-goods. Most of the capital used in colleges and universities are from financial capital, but the proportion of non-financial allocation appears .to be increasing every year. The juridical persons of colleges and universities should have a right to decide whether or not their purchases with the money from the market is in the scope of government parchases.
