塔里木河流域水资源可持续利用战略研究

STUDY ON SUSTAINABLE UTILIZATION STRATEGY OF WATER RESOURCES IN TARIM RIVER BASIN

塔里木河流域是我国最大的内陆河流域 ,流域总面积 10 2万km2 ,流域范围涉及整个新疆南部地区。塔河流域水资源利用和生态环境问题受到了国内外社会各界广泛关注 ,塔里木河流域人口、资源、环境的协调发展对于维护边疆稳定、促进社会进步与繁荣以及实施西部大开发战略具有重要的意义。针对塔里木河流域水资源开发利用和生态环境保护中存在的问题 ,从宏观战略的角度探讨塔里木河流域水资源开发利用的总体思路、分期分段目标、基本原则以及合理开发利用水资源。

Tarim River Basin is the largest continental river basin in China.Its whole area is 1.02×10 6km 2, which includes the whole areas south Xinjiang.The water resources and the ecological environment issues of the region are worldwidely paid attention to. The balanced development of the population,natural resources, and environment in the Tarim River basin has an important significance for maintaining the stability of the border areas, promoting the social progress and prosperity, and implementing the strategy of the great development of West China. To counter the existing problems in the exploitation and utilization of water resources and the ecological environment protection in the Tarim River basin, this paper discusses the overall conception, targets in the different periods of development, basic principles and rational exploitation and utilization of the water resources as well as the countermeasures for protecting the ecological environment in the basin.
