欧盟文化政策是欧洲一体化深层次的整合，具有战略意义。欧盟对文化认同的构建是文化民族主义在全球化时代的新的表现形式，也是一体化与多元化国家矛盾和民族利益的反映，它正在推动民族进入新的历史发展阶段——超民族阶段，这一阶段是民族发展的更高层次。它是多元与共同文化层次兼容互动的新民族文化。

Eu-cultural policy is reshuffling and combining to a greater depth of integra tion,and is strategically significant.The author thinks that the structuring of cultural identity by the European Alliance is the cultural nationalism reflected in the course of globalization,as well as the reflection of national contradict ion of integration and pluralism and national interests.It is accelerating natio ns to enter into a new historical development stage——a transnational stage whi ch is a higher level of national development.It is a new form of national cultur e that is incorporation and interaction of plural and common culture.
