信息技术革命作为人类进入工业文明以后的第三次技术革命 ,信息化作为当今世界经济科技发展的一个大趋势 ,事实上在经济科技乃至社会生活各个领域都强有力地支持着人类的现代化历史进程 ,正日益成为当今世界经济发展的新的基础性推动力量。对于中国 ,国民经济信息化的意义远不仅仅是对于经济结构战略性调整的促进与推动 ,更为主要的是它正改变着我国现代化建设特别是现代化建设第三步战略目标的进程 ,从而将构画出中国现代化进程的新轨迹、新路径。

The revolution of information technology is the third technology revolution since human entered into the industry civilization ,and informatization indicates the general development trend of world economy and technology nowadays. It is growing to be a new fundamental motive force to the world economy , supporting the man′s modernization process significantly in the realm of society as well as economy and technology .As to China ,informatization will not only bring about a great promotion in strategic adjustment of economic structure, but also change the process of China′s modernization course especially that of the third step strategy goal. It will construct the new track or new route of China′s modernization.
