On Construction and Development of Civil Society

发展中国家需要一个成熟的市民社会来推动市场经济和民主政治的发展 ,其市民社会的培育既要不断改革作为公共权威的国家权力及其运作的制度体系 ,又要加强私人领域、公共领域以及民主法治建设 ,创造市民社会走向独立和成熟的各种经济政治条件。

The developing countries are in great need of a mature Civil Society to promote market economy and democracy politics. And the development of Civil Society depends on two actors. One is a reforming country power and its working system; the other is the democracy strengthening and law building in both private fields and public fields. By this means we can make Civil Society mature and independent.
