居民收入分配变动的分析与思考

我国收入分配变动呈现以下特点 :总体收入水平增加较快而部分特困阶层收入增长缓慢 ;地区、行业间收入差距扩大与部分领域平均主义并存 ;“制度内”收入偏低与“制度外”收入膨胀并存。收入分配变动的趋势使收入差距将进一步拉大。政府应采取相应的措施 ,坚持效率优先、兼顾公平的原则。把按劳分配和按要素分配结合起来 ;加强政府对收入分配的调节 ;完善社会保障制度 ;加强有关法律和制度的建设。

The change in our country's income distribution has the following characteristics:the general income increases rapidly,but the income of the extremly poor stratum increases slowly;the widening of the gap in income between areas and between professions coexists with equalitarianism in some fields;the low income 'inside the system' coexists with the swelling income 'out of the system'.The trend of the change in income distribution will further widen the gap in income.The government should take corresponding measures:stick to the principle of efficiency first and giving consideration to equity and combine distribution according to work with distribution according to essential factors;reinforce the government's control over income distribution;perfect social security system;strengthen the construction of relevant laws and systems.
