目前,船舶配员不足问题在船舶违法现象中占有很高比例。为此,各有关部门应加强现场监督以及对船舶、船员和船公司的管理,杜绝此现象的发生,保障水上安全。

Today many ships break the law which the high pro portion is caused by seaman insuffi-cient.So the relation department should reinforce the administration for seaman and ship ping company in order to avoid breaking the law,to safeguard the surface safety.
