论我国扩大内需政策中的“逆调节”现象及其对策

A STUDY ON THE "REVERSE ADJUSTMENT" TO THE POLICY OF EXPANDING DOMESTIC NEEDS AND THE SOLUTION TO IT

我国政府近年来相继出台了刺激消费、扩大内需的一系列政策 ,但政策效应并不尽如人意 ,而且有的政策还成了新的消费障碍 ,出现了政策效应的“逆调节”现象。其原因主要来自现实的特有矛盾和人们消极的消费心理倾向。因此 ,在我国继续实施扩大内需政策的过程中 ,需要政策措施的协调配合 ,发挥其综合效益 ,特别是改革的力度、节奏和时机要与扩大内需政策结合起来 ,以健全各种社会保障制度为基础 ,采取有效措施 ,增强人们的消费信心 ,这样才能有效地发挥政策的效应 ,拉动经济增长。

Chinese economy has been in recession. Therefore, a series of policies of stimulating consumption and expanding domestic needs were worked out one after another. However, the effect is not so pleasing. What's worse, some of the policies have turned into new obstacles to consumption, bringing about the reverse adjustment to the effect of themselves. The phenomenon mainly results from special realistic contradictions and people's pessimistic psychological tendency.Continuing the policy of expanding domestic needs, we should coordinate all the policies to make them produce comprehensive benefits. The strength,the rhythm, and the opportunity of reform should be combined with the policy of expanding domestic needs. On the basis of perfecting the social securities system and giving priority to the interests of people, we should take effective measures to heighten consumer's confidence. Only in this way can the effect of policy be stimulated and the economic growth be furthered.
