在医疗市场竞争激烈的今天 ,医疗质量的内涵正从单一的临床质量向治疗效果、服务时间、服务态度及费用等多元性质量要素转变。医院正努力以“优质、高效、低耗”的医疗服务求生存与发展 ,最终目标是降低成本。要适应这种新形势 ,应健全和完善医院质量管理委员会、质控部门及科室质量管理小组三级医疗质量保证体系 ;强化医务人员的质量意识 ,减少医疗差错 ,杜绝医疗事故。在医疗质量评价中 ,基础医疗质量、医院感染管理、环节医疗质量及全面质量控制均是保证质量提高的关键。持续质量改进是全面质量管理的发展 ,它不仅仅只限于先进的医疗技术 ,医生也是质量改进的关键。增强进修医师的业务能力是教学医院提高医疗质量的重要一环。劣质医疗成本消耗大 ,质量改进不仅可以节省成本 ,而且有利于提高医务人员的素质。

Today the connotation of medical quality is changing from single clinic quality to multi quality elements, such as effect of treatment, service time, service attitude and expense, and so on. Hospitals are seeking for survival and development with high quality, high efficiency, low cost consumption and the ultimate objective is to reduce cost. To adapt to this new situation, it should perfect three-tier medical quality guarantee system, which are committee of hospital quality management, department of quality control and quality management group in departments, and strengthen the quality cognitions of medical workers to reduce errors in medical service and eliminate malpractice. In the assessment of medical quality, basic medical quality, nosocomial infection management, link medical quality and overall quality control are all keys to improve quality. Continually improving quality is a development of overall quality management, which is not only limited to advanced medical technology. Doctor is a key to improve quality. Strengthening abilities of doctor for advanced studies is an important link for teaching hospital improving quality. Bad medical service leads to high cost, while improving quality not only reduces cost, but also is benefit for improving quality of medical workers.
