尼尔基水利枢纽是嫩江干流控制性工程。在资金筹措方面,由国家和地方共同出资建设,乙类项目实行资本金制度,并充分利用银行贷款;在建设管理体制方面,将实行项目法人责任制、招标投标制、建设监理制及合同管理制。

Nierji water complex is a control project in Nenjiang river mainstream. The State and the local government provide the construction fund. The bank credit is used for B project. In the field of construction management system, the project person duty system, the bidding system, the construction supervision system and the contract management system are practiced.
