Under the situation that the tendency of the world economical integration becomes more and more apparent and the science and technology has become the main driving force in pushing forward the development of the world economy and the influence of the transnational corporations on the development of the world economy is ever increasing,the present paper eluciates the critical importance,imminence and necessity of raising the capability of development in 'Double High'new products as well as the strategies concerned during the '10th Five Year Plan'period.
