Urban Planning Responses to Global Economic Change: The Case of Tokyo

在过去20年间,日本的经济经历了快速增长和衰退,这对东京产生了极大的影响,城市曾经拥有的支配地位受到其他亚洲城市的威胁。1980年代城市发展政策的主要任务是促进功能混合机制的产生;而1990年代中期以后的城市政策则关注于如何增强城市的吸引力,提升城市的竞争力。本文通过分析东京大都市圈的城市战略规划,研究了在全球经济发展动力影响下城市政策的形成。

For the past twenty years Japan has witnessed a dramatic rise and fall in its economic fortunes and this has had a significant influence upon thepresence of Tokyo. During the 1980s, the main task for the urban development policy was to devise a mechanism to accommodate global cityfunctions. In contrast, urban policy since the 1990s has focussed on how to increase the attractiveness of Tokyo, and be successful in inter-citycompetition. The paper examines the way in which the dynamics of the global economy influenced the formation of urban policy, by analyzingthe strategic urban planning of TMG.
