从认识思路方式上实现三个转变开创新时期水资源工作新局面

Relization of Changes in Understanding, Train of Thought and Work Mode and Initiation of a New Prospect for Water Resources Management

指出作好新时期水资源工作 ,必须转变认识 ,在做好当前防洪减灾工作的同时 ,逐渐地把工作的重心转向水资源的优化配置和节约保护 ;转变思路 ,从“工程水利”的框架下转到现代水利、可持续发展水利这个新的治水思路上来 ;转变工作方式 ,团结协作 ,形成合力 ,提倡“一龙管水 ,‘团结’治水” ,联系实际 ,因地制宜 ,实事求是 ,分类指导。文章最后提出当前工作 6项重点。

The understanding of water resources work in the new period should be changed. Besides the efforts in flood control and disaster mitigation, the focus should be gradually shifted to optimal allocation, saving and protection of water resources; the train of thought should be changed, i.e. the engineering water resources should be changed to modern water resources and sustainable development of water resources; the work mode should be changed, and unified management and regulation of water resources should be advocated; practical situaition should be taken into account and measures should suit local conditions. Finally 6 key points for the present work of water resources are proposed.
