我国灌溉管理体制改革的思考 被引量:3

摘要 新中国成立以来,经过大规模的水利建设,我国灌溉事业得到了极大的发展,形成万亩以上的灌溉工程系统5600多个及不计其数的小型灌溉工程,并建立了相应的灌溉管理体制,灌溉面积达0.55亿hm2,保证了我国约2/3粮食和绝大多数棉花、油料等经济作物的生产,为我国粮食自给奠定了坚实的水利物质基础.但随着经济体制的转轨,我国现行的灌溉管理体制已不适应经济社会发展的要求.灌区体制改革的重点应是理顺社会关系,改善宏观管理,提高微观管理效率,减少社会承担的管理成本.
