关于地方政府职能转变的几点思考——以浙江省情况为例

Reflections on the Transformation of Local Government Function --the Case of Zhejiang Province

本文认为在地方政府职能转变和正确定位的问题上 ,应该考虑两个基准 :公共产品和私人产品的边界、政府失灵和市场失灵的领域。根据这样两个基准 ,可以把经济生活中的所有事情划分为四种类型 ,政府要选择既需要做又能够做好的事情。就浙江本地的情况来说 ,作者认为下一步政府最重要的是提供服务性和制度性的公共产品。

In this article,the two benchmarks should be considered on the transformation of local government function.One is the limit of public goods and private goods and the other is the field of government failure and market failure.We can compartmentalize all business into four types according to the two norms.The government should do whatever they need to but also they are able to.The most important business that the government should do in the next step is to provide public service and institutions in the case of Zhejiang.
