摘要
以常州市城市规划管理为例 ,从规划分权体制固有的弱点和不足 ,及其给城市发展带来的负面影响出发 ,呼唤建立起适应城市现代化和城市化形势需要的整合的规划管理体制 ,并具体设想了这一体制。
Based on the analysis to the division of the planning jurisdiction and its external effect to the urban development, this paper suggests, with Changzhou City in Jiangsu Province as the case, establish an integrated planning management system and gives a specific idea of it, which adapted to urban modernization and the demand of urbanization.
