摘要
从1998年嫩江、松花江发生超百年一遇的大洪水灾害所造成的巨大损失中汲取教训,针对黑龙江省洪水特点,借鉴国内 外先进经验,建立多部门、多层次跨学科的综合防洪减灾中心指挥系统,为实现人类对洪水灾害的有效调控和管理提供科 学依据。首先要提高气象水文监测预报和信息综合能力。
To derive experiences from the enormous damage which had been made by 1998' flood once a century in Nenjiang River and Songhua River according to the characteristics of the flood in Heilongjiang Province, refering to the advanced experiences, we' 11 found a many-sectional and layered, over-majored, synthetic flood control and disaster reduced center conduction system to provide the scientific accordance for realizing the effective adjustment and control and managements. The first step is to improve the synthetic ability to survey and forecast climate hydrology and information synthesizing.
