The Idea on Administering a Country——On the Close Combination of "Rule by Law" and "Rule by Morality

江泽民同志提出依法治国与以德治国紧密结合 ,认为二者从来都是相辅相成、相互促进的 ,二者缺一不可 ,也不可偏废。这既是对历史上人治的否定 ,也是对西方法治缺陷的克服。是在继承人类历史优秀文化遗产 ,特别是在继承中国传统德治资源的基础上 ,提出了治国的新理念。

Jiang Zemin points out that China should be ruled by both law and morality. The two would complement and promote each other. Neither should be lacked or neglected. Based on the splendid historical and cultural heritage of mankind, especially on the great legacy of Chinese 'rule of morality', this new idea of running a country, not only negates the traditional 'rule of men', but also surmounts the disadvantages of 'rule by law' in the West.
