摘要
以熊彼特的创新理论和诺斯新制度经济学的基本原理分析了制度创新与技术创新的关系 ,提出了制度创新能促使技术创新能力持续、超常规提高的新观点 ,并结合我国实际情况指出 ,重构国家技术创新体系、创建风险投资体系、建立健全技术创新法制、更新企业创新观念 。
This paper analyses the relation between institution innovation and technological innovation according to J.A.Schumpeter′s innovation theory and D.North′s New Institutional Economics. The paper presents a new idea that institutional innovation can improve the capability of technological innovation continually and extraordinarily. After analysing China′s actual situation the paper describes four ways to improve the capability of enterprise technological innovation, namely, reconstructing the government′s technological innovation system, setting up a risk investment system, improving the technological innovational law system, renewing innovational concepts of enterprises.
