Transnational education services are on the rise steadily and the competition between the suppliers of these sevices is growing each passing day, which makes the 21st century Chinese higher education more internationalized and modernized. Therefore, Chinese higher education should keep up with the trend of social development, expand its extension and connotation and enrich its social functions so as to meet the new challenges and new impacts in the 21st century.
