To Give Priority to Efficiency and to Consider Fairness-- To Reform and Improve the Tuition System of High Education

效率与公平是邓小平理论的基本范畴 ,有中国特色社会主义效率与公平的原则 ,同样适用于教育经济领域。我国高等教育收费 ,既要考虑公平 ,又应考虑效率。在社会主义初级阶段 ,在教育资源短缺的条件下 ,应坚持效率优先、兼顾公平。现阶段高等教育收费 ,应在注重公平的基础上 ,更加注重效率。

Efficiency and fairness are two basic categories of Deng Xiaoping Theory.The principle of efficiency and fairness with socialistic Chinese characteristics can also be used in the realm of education economy.Our high education tuition system should consider both fairness and efficiency.In the beginning period of socialism and under the condition of education resources being in shortage,we should adhere to the principle of giving priority to efficiency and considering fairness at the same time.The present high education tuition system should pay more attention to efficiency on the basis of being fair.
