区域人口、资源与环境公平性问题的博弈分析

Game Analysis on the Equity of Regional Population,Resources and Environment

在经济社会活动中 ,由于人口、资源与环境的非公平分配引发了区域内的矛盾与冲突 ,从而制约了区域可持续发展。如何化解区域的矛盾与冲突 ,实现人口、资源与环境的公平性 ,本文试图以博弈论来研究这一问题。首先本文对区域内代际公共资源与环境公平性作博弈分析 ,揭示了若没有制度安排与约束 ,区域内非公平性、非协调性是普遍存在的现象。其次本文对区域内公共资源与环境公平性作博弈分析 ,揭示了代内公共资源与环境利用的非公平性。最后本文研究了公共资源公平利用的制度安排及其激励问题。

In the activity of economic society,regional contraditions and conflicts occured as a result of the unfair allocation among population,resouces and environment,which have led to restricting the regional sustainable development.How to solve the above*Mmentioned problems and realize the equity of regional population,resoureces and environment remains the focus studied by the game theory in this paper.The whole article is divided into three parts:First,study the equity of regional public resources and environment between generations in the game way.The result has shown that the injustice and inharmonious phenomena would exist widespread if there were not any institutional arrangement to control them in region.Second,the equity problem between public resources and environmental use in the same generation has been studied.Finally,the paper further studies the institutional arrangement and incentive mechanism on making full use of the public resources and environment in the region.
