摘要
随着我国环境保护形势的变化 ,环境行政管理体制已对其缺乏适应性 ,并存在诸多问题 ,应进行环境行政管理模式的改革。为此 ,笔者联系世界各国的管理模式进行了分析和探讨 ,认为在横向管理权力地相对集中 ,纵向管理权力地相对分散的同时 ,建立各部门、各地区之间的协调机构的管理模式将是一种理性的选择。
Along with the great changes in environmental protection, the environmental administrative system lacks adaptability to the changes. We should proceed to take environmental administrative system reform. The writer analyzes the main environmental administrative models in the world and points out that concentrating the crosswise management power, dispersing the lengthwise management power and establishing the coordination organizations among regions and departments will be a rational choice.
