A Discussion on Improvement Direction for the Development Specification of the Feasibility Study of the Refinery and Petrochemical Projects

随着我国市场经济的快速发展，国家经济政策如税制等发生了变化。同时炼油化工企业集团如中国石油、中国石化和中国海洋石油相继成为上市公司，这些变化对炼油化工建设项目可行性研究编制规定提出了新的要求。本文通过分析，提出了炼油化工建设项目可行性研究编制规定在适应税制改变、加强市场预测及风险分析等方面的改进建议。

Along with the rapid development of the market economy in China the state economic policy such as tax system is changing. Meanwhile the stock companies have had been set up from the petroleum refinery and petrochemical groups such as PetroChina, Sinopec and CNOOC. Those changes have put forward new requirement to the development specifications of the feasibility study of the refinery and petrochemical construction projects. The article gives the analysis and improvement suggestion for the development specifications of the feasibility study of the refinery and petrochemical construction projects with respect of meeting tax system changing，enhancing market prediction and risk analysis.
