简要回顾城市规划制度发展历程，并从城市规划制度发展的角度，提出城市规划是在实现经济增长的前提下倡导的合作博弈过程。适应于社会主义市场经济的发展，城市规划制度变迁发展要在规划理念、规划制度结构、运作方式和过程控制上有所创新。

Based on introducing the history and development of urban planning system, This article firstly discusses the purpose of urban planning is for the economic development through the cooperative game theory, then some ideas of urban development are suggested in the conclusion of the paper, that is, the innovation study of urban planning system should be from three parts which are ideas and structures and progresses.
